Of these skills, only one (Weaponry) is worth taking to level 5. Level 5 of Dropsuit Upgrades is useless, alongside levels 4 and 5 of Dropsuit Command.
I feel there should be a point to maxing out these skill, so here is my proposal:
Dropsuit Command - 1% reduction to ISK prices of dropsuits per level
Dropsuit Uprades - 1% reduction to ISK prices of modules and equipment per level
Weaponry - 1% reduction to ISK prices of weapons per level
Edit: Same or similar bonus for LAV, HAV, and Dropship operation skills as well. Probably should be something more drastic, like 5% reduction per level.
This idea grants a small benefit to those players who have taken these skills to max level, and gives another small skill sink to the players who haven't.
If anyone has a better idea, or would like to improve mine, please post you idea here and I will edit this post to include your idea.

this is because the suits are made incorrectly eve has a purpose for standard ships/suits. dust deviates from this and this the terrible wasted skills occur.
standard suits are supposed to have 2 bonuses locked to the suit so multiple standard medium suits would all have 2 bonuses that are unique to each suit and apply per level for dropsuit command.
then the specialized tech 2 variants each have 4 bonuses that are unique to each suit and apply per level of dropsuit command for the first 2 bonuses, and then the assault skill, for the last 2 bonuses. and finally a large blanket role bonus that only that specific role has. (the scout, assault, logi, commando, sentinel.)
simplified:
standard suit skill a unlocks suit and affects bonus 1 and bonus 2
specialized suit
skill a affects bonus 1 and bonus 2 skill b unlocks suit and affects an additional bonus 3 and 4 role bonus.
the problem in dust is all suits are treated as tech1s which is incorrect fundamentally. not sure what the developers were thinking giving standard suits no bonuses and tech 2 suits 3/5's of their bonuses.
this is why this situation exists where there is no reason to level that skill up. because no bonuses are tied to it. and the proto standard suit serves no purpose because its expensive and has garbage stats from a lack of bonuses.

its not that its not interesting or that it needs a catchy title. i just think its that players who know how eve works already have identified this as a problem and why and its been known for a long time and ccp just refuses to fix it.
and new players who dont know any better havent really noticed it under the thought eh its just a prerequisite skill. just gotta unlock it to get the higher stuff..

thats just subjective, im a bit of an eve parity advocate and a purist at that. if eve has it this game needs to have a direct version of it.
the skills need to apply the same, weapons need to apply the same, races need to use the right stuff, we need the same number of slots, and the same modules and so on
example being the minmatar having ownership of the repair tool. in eve the minmatar and caldari have shield repair tools and gallente and amarr both have armor repair tools. it makes no sense for minmatar to have sole ownership of a tool that their race doesnt even use. all logis should have equal access and efficiency with their races preferred rep tool first and foremost.
dust is just eve on the ground. it needs to be a direct reflection of all of eves mechanics and lore. just balanced towards making an fps. afterall the name of the game is EVE dust 514
anyway im getting off topic. really the suits are already tech 2's by name and roles alone. ive been saying it for months but no ones ever acknowledged it as a mistake despite it being one. i guess its because they went off and did thise basic, advanced, prototype nonsense. instead of just going with eve and doing tech 1 modules, and tech 2 modules which are the same module just more expensive and slightly better. its puzzling thats for sure.
its just my personal reasoning that if we are going to bother fixing it at this late stage of the game we might as well do it right rather than halfass it as a bandage.
